1. What is Rezekne Higher Education Institution?

Rezekne Higher Education Institution (RHEI) is a state higher education institution. It was founded on the July 1st, 1993; a termless accreditation was acquired on July 11th, 1999. The aim of the higher education institution is to provide academic and professional studies, which correspond to the national economy’s priorities and requirements of Latvia and Latgale region, as well as to the requirements of the European Union. All offered programmes have been accredited/licensed. They correspond to the standards established by the state. RHEI issues the state approved diplomas, which provide an opportunity to compete at labour market both in Latvia and abroad.

In 2009 Rezekne Higher Education Institution received Recognition mark of diplomas’ supplements awarded by the European Board.

3. What study opportunities have been offered at Rezekne Higher Education Institution?

RHEI offers two kinds of basic studies: full- time studies and part-time studies. The schedule of part-time studies is made to be convenient for the people who work. There is an opportunity to choose a programme according to one’s interests. There are four study trends: social sciences (economics, management science, law), humanities (history, archival science, philology, interpreting, interior design and environment design), engineering (programming, construction, mechatronics and environmental science) and pedagogy (social, interpreting for individuals with impaired hearing, special pedagogy, pedagogy of separate subjects). At the end of the studies the studious acquire the state acknowledged diploma.

The centre of Further Education, which offers the further education programmes of professional trend and perfection, as well as separate courses of accredited and licensed higher education study programmes, work at RHEI. In conclusion of the course a listener receives a certificate.

4. How realistic is it to study in budget group of Rezekne Higher Education Institution?

Full-time students can be candidates for budget positions and a scholarship appointed by the state. The opportunities depend on the number of the studious in the chosen speciality. If a student is not admitted into the budget group, s/he can choose full-time paid studies.

5. How much is tuition fee?

The tuition fee at RHEI is lower comparing to other higher education institutions. The tuition fee at full-time programmes is from 650 to 900 Lats per year. Part- time studies cost from 630 to 800 Lats per year. The changes of tuition fee are passed by RHEI Senate not later than in April, duly informing the studious and the potential studious.

6. Is it possible to obtain loan?

All RHEI students have an opportunity to obtain loan. A study loan and the studious loan are available. A study loan is envisaged to cover a tuition fee. It does not exceed tuition fee established by the higher education institution and the maximum amount of study loan established by the state. During study period and the time frame while a study loan has not been started to be paid back (the longest period -11 months after graduating), the interest rate of this loan is 0%. Starting paying back of the loan, a variable interest rate has to be paid – (maximum possible -5 % a year from the residual amount of the study loan). A studious loan is envisaged to cover daily expenses of full-time students. The amount of loan is up to 120 Lats per month. This loan has been paid to a student for 10 months a year (except July and August). The interest rate of the studious loan is variable (maximum possible -5 % a year). Unlike a study loan, interest for the studious loan has to be paid every month. That’s why a bank will withhold this amount from the student’s account. Loans have been allocated only for the acquisition of the accredited programmes. They have been started to be paid back only from the 12th month after the graduating or from the third month after the expelling from the studious list. 7. Is the age of the studious limited?

No, it is not. The people, who want to study at a particular programme, have to take into consideration the requirements of the enrolment terms but there is no age limit.

8. What are the opportunities of the graduates at labour market?

The graduates of RHEI increase the number of the proficient and well-informed employees. A lot of RHEI graduates continue studies at the professional, Master’s and doctoral programmes both at RHEI and at other Higher education institutions. A single objective has been put forward for every faculty: to train highly skilled professionals who are in demand at labour-market.

The Faculty of Engineering trains competitive specialists in environmental science, construction, electronic commerce, mechatronics and computer science. The graduates of the faculty have an opportunity to join also European labour market, the specialists of these fields are in demand in Latvia, too.

Higher professional education of lawyer, the qualification of history teacher, history of culture teacher, Latvian language and literature teacher, pedagogy of religion teacher and the qualification of geography and social science teacher, as well as academic degree in Bachelor’s programmes ’’Philology’’ and ’’History’’, as well as Master’s degree in philology, archival science and law can be acquired at the Faculty of Humanities and Law.

The objective of the Faculty of Economics is to train specialists for science, national economy, state administration, banks and financial institutions. The graduates, who have acquired the qualification of the economist, can work as managers of credit institutions and companies and as chief accountants, as finance management specialists in companies, at SRS, as customs officials, as civil servants at the state and municipalities’ institutions, as auditors at international auditor companies, in government control, audit services and other institutions. A complete higher education can be acquired at the faculty, from professional and academic programmes of basic studies to Master’s programmes.

The Faculty of Pedagogy trains highly skilled educational employees. The teachers of different subjects, the teachers of professional, special education, social teachers, teachers-speech therapists, teachers for children with impaired hearing, interpreters-assistants, social rehabilitators, as well as interior and environment designers are trained. While studying, students have an opportunity to choose and acquire additional speciality that increases the opportunities of students’ competitiveness at labour market.

10. What are the terms of enrolment?

The enrolment into RHEI programmes of basic studies are in tender procedure, taking into consideration the indicators of unitary examinations’ certificates and diplomas

The enrolment into Master’s programmes takes place in tender procedure, taking into consideration the indicators of diplomas, the results of discussion on the topic of Master’s Paper and submitted Bachelor’s papers or reports.

The candidates to the second-level professional higher education programmes are enrolled in tender procedure, taking into considerations the average assessment of the diploma supplement.

11. When does the acceptance of documents and entrance examinations for 2010/2011 academic year start?

The documents for full/part- time basic studies are going to be accepted from 19.07.2010 to 13.08.2010 in RHEI selection committee (Atbrivosanas aleja 90, lecture -room 115 Rezekne, LV 4600, telephone 64622862). From July 19th to August 20th the enrolment to the higher level studies reposed on the results of entrance examinations and the diploma takes place.

The results of entrance examinations are evaluated according to the 10 grade system: the result is positive if the assessment is at least 4 grades

12. What documents have to be submitted to the selection board?

The applicants have to submit the following documents to the to the selection board: 1) an application,
2) copies of the document on secondary/higher education and the extracts of grades (presenting the originals of the documents),
3) 4 photographies (3x4),
4) the copy of the passport (personally presenting the passport),
5) if the surname has been changed, the copy of the document , attesting the change of the surname, presenting the original,
6) the certificates’ copies of the determined subjects’ centralised examinations to the particular basic studies ‘ programme, presenting the originals of the documents,
7)Curriculum Vitae (CV) – only for the highest level studies

13. Is there an opportunity to study abroad while studying at RHEI?

There is definitely such an opportunity. More than 80 cooperation agreements have been signed between RHEI and the universities in 25 countries – in Belgium, Cyprus, Denmark, Estonia, Greece, Norway, Lithuania, Poland, Germany, Finland, Sweden, Portugal, Rumania, Slovakia, Spain and others. Students’ exchange visits have been regularly organised in the SOCRATES/ERASMUS programme. RHEI is in the first positions among all Latvia Higher Education Institutions in the number of the studious abroad.

14. Is there an opportunity to study at doctoral programmes?

Two programmes have been implemented at Rezekne Higher Education Institution: doctoral programme "Pedagogy" and "Environmental engineering"

15. What do the first and the second level programmes mean?

Higher education has been divided into two stages. The first level: colleges’ education, professional academic education, the second level: Master studies, Doctoral programme.

The first level professional higher education (colleges’ education) provides the acquisition of the 4th professional qualification. The duration of studies is 2-3 years. After these studies there is an opportunity to enter and continue studies at some of the second level professional higher education programmes.

The second level professional higher education, in its turn, provides the acquisition of professional qualification and professional Bachelor’s degree in the field of professional activity. It is a full – amount higher education, which is acquirable during the period of at least 4 years.

The highest-level studies are studies, which a person continues after the acquired qualification of professional higher education or Bachelor’s degree. The duration of these programmes can be from 1.5 -3 years, Master’s degree or professional qualification can be acquired after their graduation.

16. What are credits?

Every study course is measured in credits. A credit is an accounting quantitative unit of measurement, which corresponds to 40 students’ work hours, 50% of them in full-time studies are contact classes. Credits are acquired after a successfully passed test/examination. During an academic year full-time students acquire the course, the total sum of which credits is 20. The total amount of acquired credits for part-time students during the term is up to 20.

17. 0n transition from other higher educational institutions. Is it possible? What are the conditions?

Transition from other higher education institutions is possible. Enrolment for studies in later study stages is possible if previously acquired part of the licensed/accredited programme is not lower than 40 credits or two terms, and if there are free positions at the corresponding programme of RHEI. The procedure of programmes’ equalization is strictly regulated. The RHEI studious can also change from one RHEI programme to another in accordance with established procedure.

18. What documents have to be submitted for matriculation at later years?

The application of the candidate on the equalization of the courses acquired at the previous higher education institution to the particular RHEI programme, the document (the extracts of grades/ certificate/ diploma, the supplement of the diploma) attesting the preceding education, the abstracts of the courses acquired at the higher education institution or brief programmes, the copy of the passport (personally presenting the passport), 4 photographies (3x4), if the surname has been changed, the copy of the document , attesting the change of the surname, presenting the original, Curriculum Vitae (CV).

19. Is a hostel provided for the studious?

Accommodation in the hostel is provided for RHEI students within limits. Accomodation fee for the hostel is 22.50 Lats per month. Washing machine and the Internet are available in the hostel. Part-time students also can stay in the hostel.

20. What are out of studies activities?

RHEI students participate in different activities, through organising of events themselves, as well attending the city-scale and the state-scale events. Rezekne Higher Education Institution has its own sports hall. The gymnasium, which has 200 spectators’ seats, the conference hall, the heavy athletics hall, hydro-treatment rooms are available. Different kinds of sports as basketball, volleyball, football, aerobics, athletic gymnastics, and chess are widely represented. RHEI sports hall is essential for the sports activities of not only RHEI but also of Rezekne city. The state -level championships in handball and mini-football are organised here. Those ones, who enjoy singing, can join the mixed choir "Sonitum" and participate in different institution’s events. The dance group "Dziga" works, too. The skills of dramatics, in their turn, can be acquired in Student’s theatre troupe, but creative skills can be developed, attending the activities of new authors. Every faculty has the studious’ council, where experience in project and event management and organising can be acquired, the people who share your views can be met, as well as different topical issues can be solved

21. What other structural subdivisions work at Rezekne Higher Education Institution?

     • The centre of legal advice

The centre of legal advice works at Rezekne Higher Education Institution. The students of the study programme ’’Lawyer”’ of the faculty of Humanities and Law have an opportunity to apply and consolidate theoretical knowledge acquired at RHEI, to use the conclusions acquired during practice in the working out of research works, perfect the skills in work with customers. The centre of legal advice is located in Maskavas street 22, in Rezekne

     • The centre of innovations

RHEI students have an opportunity to be involved and use the centre of innovations’ services. The bureau premises with facilities (furniture, the Internet, telephone, meeting-room), as well as the services of the bureau (fax, copying, processing of incoming and outgoing correspondence etc.) are available. The services of entrepreneurship are the registration of commercial company, accounting advice, drawing up of the legal documents, marketing advice, drawing up of business plans, the resources’ attraction of the EU structural funds. The objective of RHEI centre of innovations is to support the formation of new innovative enterprises and to provide an initial support for the inception of work. RHEI centre of innovations is located in Maskavas street 22, in Rezekne.

22. Why should it be worth to choose studies at RHEI?

During study period every RHEI student acquires solid knowledge, professional skills and abilities in the chosen programme. Study practices, which ensure the mastering of practical skills, have also been provided in all programmes parallel to theoretical studies, different work forms have also been practised: seminars, colloquiums, brainstorms, disputes, role plays, discussions and others. Acquired knowledge lets to compete at labour market of Latvia and the European Union. And the most essential thing is that the total number of the studious at present is more than 2600 students that lets the academics to maintain individual and creative study forms, guaranteeing high quality study process that corresponds to modern technologies.
